Does a mobile proxy make it easier to get past Cloudflare or DataDome?

Yes, on the IP reputation stage. Engines like Cloudflare, DataDome or Kasada assign a much lower default suspicion score to 4G/5G mobile ranges, because of the CGNAT they share with thousands of real subscribers. The IP is not everything, though: if your browser leaks through WebRTC or shows a suspicious software fingerprint, you will be blocked whatever the proxy type.

Aren't static residential proxies (ISP) simpler to use?
